power shower problems please help

my daughter has recently moved into a newly renovated property, the central heating looks reasonably new, and is powered by a oil fired boiler there are two motorised valves, one serving the primary hot water loop, the other the radiators, she has a hot water cyylinder that looks reasonably new, this is the problem when her partner has a shower and then she goes in after or vice versa there is insufficient hot water for the second person, the shower is a power shower, my question is, could this be a case of the boiler being unable to replenish the hot water faster than the power shower is draining the hot water tank of it, or, is the a work around fix, ie will the shower still work ok if the power shower pump is turned off, assuming the static head is high enough, which i believe it is, not having looked, i am not to familiar with power showers, but i have a sound working knowledge of central heating systems having installed two of my own, but with gas fired boilers, (in the days when you could ) regards to you all Dave
 
one you can't turn the pump off on the shower and two its more likely that the boiler is not replacing the heat quick enough to the cylinder.
