Preparing walls for paint

Hello

I have recently brought a house and I am starting to decorate. I have stripped all the wallpaper off in the small bedroom and the walls looks like this....

I'm not sure what this is, if its old paint or plaster. I am wanting to paint the walls and I have already washed the walls with sugar soap. I've read about using Zinsser Gardz but I'm not sure if this is right or just do a mist coat. Can you guys advise me on the best way to approach this?

Gardz will neutralise wallpaper paste residue and seal the wall.
You can then just paint the wall with a quality emulsion and no need to mistcoat..

Some people use a cheap chalky contract emulsion as a blinder ( cover coat) then get a durable emulsion over which won't like going over the contract emulsion... Don't do that.

Sand filler
Spot prime filler with Gardz
First coat.
Spot fill
Prime filler with Gardz
Another coat of emulsion.
Final finishing coat of emulsion
