Stop tap full on, Flow cup says 10 litres a min, pressure gauge says 3.5 bar, what you lot think, I'm thinking 15mm main from the road gonna need replacing..............

A dynamic flow rate of 10 li/min @@ 3.5 Bar is usually pretty goon.

Why not find more cold outlets?

Many modern taps only give 10 li/min max.

This was at the kitchen sink straight off the water meter and on the outside tap opposite side of the wall, flow seems poor to me for 3.5 bar pressure..

If you are measuring 3-5Bar pressure while you are operating the tap at 10L/min, The restriction is between the gauge and the tap, as been said some european taps only give about 10L/min and if your working pressure is 3-5Bar I suspect you may have a tap of this type

Ah no, tap full on gives 10 litres a min with flow cup, the 3.5 bar is what the guage went up to on the end of the outside tap with the water static not flowing.

Thats a terrible flow rate,I agree with you totally change the pipe to some new MDPE and that should sort out your problems
