Pressure Reducing Valve on Filter Tap - Is this normal?

Hi all,

Hope someone can advise please?

Just clearing out under the sink and happened to notice something which I wasn't previously aware of.

We have a pressure reducing valve on out filter tap hardware set to 3 bar, as I believe the tap is only rated to 4 bar.

While clearing out under the sink (the washing machine and dish washer are both running), I noticed the valve pressure reading hitting 5 bar sometimes (not just briefly, but gradually creeping up to it, holding, and then reducing back to just over 3). As the washing machine stopped and a jet of water could be heard, the needle would shoot up briefly to 5 and come back down again.

Is this normal?
