problem with a consumer box

hello my neighbours downstairs lights have gone off.She has changed the fuse wire but that didn't help,she then switched the upstairs cartridge with the downstairs cartridge but that didn't work either so the problem must be in the fuse box.Anyone know what the problem could be inside the fuse box,its a bit late messing about with electrics so i will leave it tonight.She is intending to replace it with a modern unit how much do they cost and how much to fit?

any help would be grateful.
 
why did she change the fuse wire?
Had it broken or was it a 'just in case' idea?
The problem might be in the fuse box, but i think it could easily be elsewhere.

Can you post pictures or find phone book?
 
i am not sure why she changed the fuse wire or if it had broken.I cant post pics at the moment its a bit late,i was going to have a look tomorrow.
