Problem with Biasi boiler

I have a Biasi 24S Verona boiler made in 2002 that has been working fine for years. The central heating works perfectly, but I've started having problems with the hot water. I can only get hot water from the kitchen tap if the tap is fully open so the water is pouring out very fast. If the tap is only part way open then the boiler doesn't fire up. I also can't get any hot water at all from the bathroom tap even though the bathroom is right next to the kitchen. Any ideas would be greatly appreciated

I would replace the diaphragm first, or as they call it, the DHW pressure switch membrane.
