Problem with Diverter Valve VC4012

Hi all first post was hoping for some info into this fault. The system runs fine with no faults on the Potterton Powermas HE85. The problem is that even if you only want hot water you get radiators aswell. I have watched the divertor valve as it switches in and it appear to be locked in the CH mode and when you change to DHW only it moves a few MM instead of fully. I have isolated the power the actuator arm does move freely. I wanted to know if i could take the actuator off and it may just need cleaning out in the divertor pipes etc. Any help would be appreciated thanks

Would it be a case of changing the cartridge or would the system also need a flush out! Not sure which cartridge to order there are so many.
 
The valve will be jammed as a result of dirt deposits.

But if the water is clean probably not worth cleaning the system.
