Problem with heating

There are two pipes coming out the base of the cylinder, one is cold and one is hot, the hot one has a handle half way up...

is it fully open or half way ? count the turns

it was turned all the way it could go anti-clockwise, I assume this is open.

try it half closed then see if the rad heats.

yep it was completly closed, I have tried closing it half way and the rad doesn't heat up...

it can't of been closed as the hot water cylinder would never of heated.

have you a pic of this valve ?

sounds more like a bypass valve.

my mistake I meant to say it was fully open, I followed your suggestion and made it half open and the radiator didn't heat up.

I've attached a couple of pictures and highllighted the handle im talking about.

No that is the cold feed to the cylinder (hot water stop cock)

the cylinder return is the one coming out the cylinder on the bottom left hand side
doesnt look like its got a balancing valve on it from here though

A photo of the pipework out of shot behind the door frame might be useful

the pipe on the left hand side coming from the bottom of the cylinder doesn't have a handle on it.

thats that idea out the window.
