I have a number of older radiator valves - 15mm piping as far as I remember having done all the plumbing myself. I noticed when I was having the shut one of these radiators down that there was a very slow seepage arounf the shaft of the valve.

Can that be addressed, or am I going to have to replace the valves?

Sounds like the gland and can usually be tightened. Photo of said valve and leak?

CountryFan is right, nine times out of ten it is just the gland weeping. Try nipping the gland nut up gently while the system is running and that usually stops it. If it still weeps after that, you can drain down and repack it with a bit of PTFE instead of replacing the whole valve.
