problem with solar inverter

Hello

I had a new consumer unit fitted yesterday. I see today my solar inverter (platinum) isn't powered up.
I looked inside the isolation switch between inverter and supply. I can't see 240v across L1 and L2 , I can measure 240v across L1 and T2 or L2 and T1 .
Does this mean supply is missing the neutral ?
L1 and L2 definitely go to 240 incomer and T1 T2 go to inverter

Any thoughts appreciated ?
