Problem with the walls

OK, old 70's house. Nothing done with it for years.

In the hall I have stripped all the wallpaper. Under it is the plaster which appears to have been 'bonded' woth PVA.

In large sections the PVA is blistered and peeling off and in other sections it's fine.

We want to get the walls to a position we can paint rather than lining.

So, how to make the walls good when I ave peeling PVa in a lot of seciotns ?

ah an update. Apparently this may be pre-mixed wall paper paste rather than PVA. Still dont know how to get it off though .
