Procombi 85 HE

Can anyone please advise me I am really concerned that my tenants have been without hearing and hot water since last Friday. Basically they put the boiler on which is a Procombi 85 HE and the heating and water comes on. It then after 5 mins it cuts out again. I am so want to get this sorted out. Had a plumber out twice. He can't work out what is wrong with it and put a cleaner valve on and this doesn't seem to have done anything. Can anyone please suggest anything that we could try or pass onto a plumber to try?
