With the motor head off and in the vice it runs fine after a push start and continues running even with pressure applied to the impeller. I have done prescribed tests on the capacitor with a DVM and also a 40w bulb and the capacitor failed these tests. I have since acquired a 400v capacitor and it is now starting and running fine
