putting a rear door in my garage

Hi all
I am looking to install a rear door in my garage to allow easier access to my freezer / lawnmower etc... It is a Muir Home Isla Style.

The garage is breezblock internally and brick external. i have a few questions
1. Do I need building regs involved?
2. Is there a set size of door I should use or will I make it the same as the back door of the house.
3. is this a job for a qualified builder or will I be able to do it myself. I am quite capable of most DIT projects (except electrical!!!)
