Putting down gravel and bark on land full of weeds?

Going to put down gravel and then bark under bushes. Separate these 2 by a piece of baton. Bark will be under hedge for about 12 inches. Does the land need to be completely flat?

Also, theres two pampas grasses either end and think it will look messy if there's gravel going under these. Do u think it would be a good idea if I remove the one on the far end near step and put bark and baton the other side (near side)?
