Puzzing situation when water is off

I'm currently converting bathrooms to shower rooms and have switched:

The Loft CW tank feed to the cylinder OFF.

The only other CW tank feed to other piping OFF.

The mains CW in Kitchen OFF.

Drained off upstairs and downstairs H & C water taps.

Water still runs from the downstairs HW taps.

Wondering if there is a separate mains CW supply hidden away somewhere.

You shut the stop cock.

I assume you have an empty tank now then?

Are you constantly running the hot taps down stairs and they are not stopping? Are they still hot?

Is the cylinder empty?

Does it keep on running....it might just be the water in the vent pipe draining down.
