PVA Problems

I recently had a ceiling plastered the chap who did the job has let the PVA run down the old walls, now when I’ve come to emulsion the walls the emulsion seems to be reacting with the pva and to what I can only describe is mudcracking

This is only a issue on the old wall and not the freshly plastered ceiling which I just mist coated and painted as normal.

I’ve tried to sand and reapply emulsion again but the finish is still mudcracking effect. Any ideas/suggestions would be greatly appreciated.

sand even more, remove the emulsion totally, sand it all.
its gonna get dusty.

Oh, methinks a coat of Zinzer BIN may be in order here.

I'm not the expert - wait for others advice.
