Hi. I'm rewiring a house and the plasterer has let me down. I'm going to do it myself. I have read contrasting answers. Am I right in saying that I pva my tracks then bond then pva again and then skim?

Yes, but warn the householder that the finish may not be quite as perfect as a skilled plasterer would achieve. Then they won't be able to moan about it afterwards.

Bring the tracks out just below flush with bonding then use easi fill to finish...better to patch with and can be sanded.
