I am looking around for a basin tap, and notice the cheaper ones are PVD chrome. Anyone knows if this coating is any good and can withstand harsh scrubbing like normal chrome?

PVD chrome is applied similarly to other types of vapour coatings, like most of the relatively new colours now being demanded for sanity ware. It is supposed to be much more resilient than tradition plating/coating but it is quite new as far as a tech is concerned as demand for coloured sanitary ware increases, time will tell I guess

It has been used extensively in the automotive and aircraft industry and now it's making its way into our world so I would say it's a pretty good gamble

Is it chrome on brass?

I have some PVD hinges, I used some on an exposed shed door, and it has lasted remarkably well.

Brass with PVD chrome. Can't say my aged PVD door hardware is still great, with scratches, spots, and chips. Similar wear on a tap would be more noticeable.

Those are PVD brass/gold on brass. If I could have everything in stainless steel, that's what I would want. I have some new front door hardware in polished SS, and I am quite happy with that, mainly because I don't expect any maintenance needed for them.
