I am having trouble changing a washer on my "Ultra Viscount" taps - like http://www.victorianplumbing.co.uk/Viscount-Range-Chrome-Basin-Taps-X381.aspx. The shroud is perfectly round, and I cannot seem to shift it either by wrapping it in sticky tape (to protect the chrome/prove a grip) and using pliers or by trying to lever it up. The very top of the tap can be unscrewed revealing a small screw inside, but removing that has not helped to free things. I am as stuck as my tap and would appreciate any advice!

Use a Boa strap wrench. The rubber strap won't damage the chrome, and the harder you turn it, the tighter it grips.

Got a rubber strap wrench, but still no joy 
No matter how tight I pull it it just slips around the tap. According to makers, should screw off anti-clockwise, so will keep trying.
