Question on fitting 110mm double corner branch (pic included)

I had someone fit out a bathroom and I have the fitting as in the pic for the soil pipe.

I can't get hold of them and he's left without finishing the pipe connection properly outside.

The bottom male connection goes into a female pipe connection which is fine, the connection on the left to the new bathroom he's popped in a small legth of soil pipe but its loose (it is dripping) it doesn't have a rubber seal like the other 2 connections. Should this be connected with solvent weld?

it would be unusual for a branch like that to be a mixture of solvent weld and rubber seal , sounds more like the seal is missing or has been pushed out and down the pipe
