Question re deadlegs in mate's CH pipework.

Hi guys

Could anyone please advise. A mate is planning to add a new radiator and having lifted the floorboards is rather surprised to find several deadlegs of 15mm about 120mm in length.

The answer could be anything from 'how the feck should we know? " To " perhaps there was a radiator over there in the past".
