Lifted the floor floorboard to my suspended floor and i notice that the wires for the ground floor ring are just lying on the clay/hardcore base

I was expecting the wires to be partially clipped to the joists or at the very least to have less slack so that its not lying on the base

So my question is, is it okay to leave the wires lying on the floor like this?

Is there a risk of a rodent chewing at the wire?

At some point next week the suspended floor will be insulated
 
It's not uncommon. Yes it is a risk with rodents. I took the opportunity to put all of mine inside flexible conduit, but it's hard to do that without disconnecting one end of each cable. It's easier to do that before insulating the floor, but still may be pretty hard if each end is plastered into the wall.
