Radiator heating up when turned off

long story short, my radiator seems to heat up when turned off.

it does have a thing directly on the radiator with 0 to 5 (could be more) on it and l have turned it down to 0, when l turn it on and off it does cool down but eventually it seems to heat up again. wondering if this problem could possibly be fixed by bleeding it or should we contact our local landlord and get them to call someone to fix it as its causing funny smells due to my bed being next to it (and before ppl suggest moving the bed, its not possible due to there being nowhere else to locate it to as space is limited in this matchbox of a flat).

any advice would be greatly appreciated.

Why is the bed making a funny smell caused by the radiator?

no idea, l can just smell when things are getting warm.. thats how l can tell its still heating up even tho the attached valve which should control if its turned off or not (which l honestly prefer it to be as my room is generally warm enough with my computer turned on lol) and for some reason even when the setting is turned to 0 it still seems to heat up.
