Radiator Problem

I have problem with my radiators. When I have all the radiators switched on, the radiator in my living room doesn't work. But then when I turn the radiators upstairs off, the living room radiator heats up.

I'm very confused by this and need some help to resolve it.

Hello, welcome.
Sounds like the system needs to be balanced.
Do a search on here there is a lot about it

Turn the 'good' rads off, and then back on just one turn max....all the balancing action takes place with the valve nearly closed.
