Radiator Problem

After in-laws had a new boiler installed, they found that the radiator in the hall was too hot to even touch. The installer said that it was too near the boiler and there wasn’t anything he could do to lessen the heat. The radiator is around 2m from the boiler and I would have thought, perhaps wrongly, that a TRV could be fitted to control the heat but apparently not. Any advice?

Thanks for your input.Don’t know temperature, but boiler is a Potterton promax combi HE Plus.
