radiator valves

The radiators in my house have no white caps on them so I am not sure which is the inlet and which is the outlet. Is the inlet the pipe that stays the hottest. Also any ides for moving the pin (?) valve part when it is stuck. I have tried loosening the nut below it but no joy?

The inlet is the one that gets hot first.

You might be able to move the pin with pliers, but you will probably have to dismantle it or replace it to fix it properly.
