Ah misread steam for stream.

Holding means that the valves are actually working and stopping water flow. You don't need to drain the system if your valves work, but them being 30 years old I wouldn't count on them doing their job.
Also, being able to move the spindle with a screwdriver only proves its not 100% stuck, not how efficiently its working

However, one last question remains:

Are you saying that it cannot be anything else, or that it could be, but you think it's the pump?
 
It's a circulation problem. Unless you have 2 separate heating zones (upstairs and downstairs) then it could be a zone valve not opening. If not, change the pump :D

When you know the pump is very hot and its not turning I am surprised that you dont come to the conclusion that it has failed!

You said the water is dirty and if you clean that you will wreck the new pump in a short time too.
