Radiators get hot when HW only selected

Hi,I have moved house and my radiators are coming on when I select hot water only,I have a drayton ma1 3 way valve/actuator,i have taken the actuator off and the valve spindle moves freely in the valve body,however the actuator will not move to the H hot water only setting,it moves to the middle (both),it will select CH only and the only way I can move the manual lever across to H,hot water only is if I turn the power off and move it by hand,which I can do quite easily,there is no effort needed to slide the lever across. Any help/advice would be greatly appreciated,thanks.

H is not hot water it's heating.
W is hot water.

So with ch selected only does it only move to M ?
If so with ch on and hw off see if you have 230v on the grey to the valve.
 
Apologies for the ch/h confusion,and many thanks for your help,I will test the voltage shortly.
A bit more info,when the electric supply to the control panel is off the lever on the actuator moves across on its own to the W position,when I turn the electric back on it will 'rest' on the H position after I have selected either H or W or both.
When I select hot water only the lever will move to the middle position M.
Hope that clarifies things a bit better

Yes ,with CH on and calling for heat and HW off there is 240v at the grey wire in the terminal block.
And with only CH selected the lever moves across from M to H .
