Radiators hot when only Hot Water on?

Apologies if this has been asked before :oops:

My radiators get hot when I have the hot water on - I think it's got something to do with the valve/actuator next to the tank (i can hear a regular clicking - which distorts the picture on my TV so it's like an electrical switching pulse)

How do I know if it's the actuator (Sunvic SD 2701 - about ten years old) or the valve itself? :?

If it's not either of these things, what else can cause this?
