Radiators not warming up (2 separate issues)

Ok being cheeky as I've got two different problems;

1. the radiator in my little ones playroom is not getting warm. This has only happened since the top of the RVT(?) came off.

2. the radiator in our dining room never gets warm, it used to be fine when the room was a lounge but now it's an issue. Could it be that I need to rebalance the system?

Could be virtually anything from :
a) dirt blocking valves or passages (lack of corrosion inhibitor)
b) stuck actuator pin in RVT
c) air in radiator (also associated with lack of inhibitor - it actually being H2S)
d) pump speed too low or going slow (partial blockage with debris)
e) and lots of others
 
try closing all the rads except the suspect ones and see if they warm up.

Thanks for the replys. When the radiators are isolated they do warm up. We had it power flushed not so long ago and had 1litre of F1 Protector added and a Ferox Magnaclean fitted. I have checked the in the valve and it seems fine. I've also bleed the radiators so that's not the problem.
