Radiators - only both control knobs control temp

So I have several radiators at home, as usual there is one control knob at which you control the temp [I'm not plumber but I have only seen it this way whole my life :) ]

I moved to this home some time ago and noticed some of radiators can't be controlled with only this knob. It only works when I turn down knob to "0" an then regulate temp with the knob on the other side - but to do it I need to use pliers...

Anyone could tell me please what is wrong and is it DIY or plumber pro job?

by the way is there any thing I can use to turn it down/up that doesn't involve pliers????

that won't control the temp of anything it will only slow down the speed that your rad gets upto temp, it's a TRV (thermostatic rad valve) that will control the room temp & it only controls the temp around the head of it not how hot the rad will get.

if it's not controlling the temp then it's faulty, the valve that you posted is a locksheild on the other end to the TRV & is used to balance the heating system & as such the cap that should be on there will just go round & round & not actually turn the valve.
