Radiators- Some hot, some Cold..?

Hi,

I'm a plumbing apprentice so my knowledge is not full but i know a bit...

I recently put two new rads in for my next door neighbours, they have a combi boiler.
however my neighbour just came and knocked and said that the new rads are hot sometimes, then not hot other times...plus when they\\\'re not hot the upstairs radiators are all on and hot...

I bled all the rads properly when i fitted the new rads, and ideas...? i thought it might be the pump failin, but the system was workin fine before the new rads, wondered if it was something i did? and thought it might not be the pump as the rads get hot sometimes...:S confused!

Help please o great ones!
