radiators working / Hot water, Tepid - combi boiler

Hi,
I am trying to help an elderly friend who says his combi boiler is not heating his hot water correctly. The information I have is that the radiators are all nice and hot as should be, but the water from the taps is just tepid. A heating engineer came by to "have a look" and says the heat exchanger needs replacing.

Does this seem like a likely cause of the problem. Unfortunately I do not know what make of boiler he has, though I think it is about 8 years old.

Any input would be appreciated.

No. With a few rare exceptions.

Without knowing the boiler it's impossible to say any more, except that if I were a betting sort of chav I'd guess it needs a diaphragm, total cost fitted, a few score quid.
