Rads not working !

Recently moved house and like a fool didn't check the central heating system. It was allegedly brand new !!

Two of my upstairs rads are not working. I've been around and found a small drip, nut needed tightening, bled all the radiators a couple of times. repressurised to a little over 1 bar. But there are two radiators that won't heat up. One of them does start to warm when the system is on and I open the bleed valve.
from reading through th threads I think it might be balancing but I have no idea if it thats it or how to do it if it is ?
Any advice would be greatly appreciated.

try taking off the trv and move the pin
