Rads stay hot

While decorating ,we disconected rads all over house ,this seemed to cause air loks in the remaining rads.then the heating stopped altogether-called a plumber out & fixed problem & bled rads ect. We dont seem to be able to control the heating of the rads. At the boiler there is a conbtrol from :1-4.Doesn't matter what we have it on -its still the same- very hot.
