Railway Sleeper Beds

I’m planning on laying some sleepers as beds for some plants, lights etc. Do I need to dig up the existing grass/soil before I do so or can I lay some membrane down and add topsoil? Here is a picture of where I plan on fitting them. Thanks in advance.

Grass is a natural weed suppressant, I would leave it. You can add a membrane for weed suppression and drainage but your weeds are more likely to come from wind blown seed or bird droppings. The fence will rot if its incorporated into the scheme.
