Rainwater downpipe at front, advice please!

Just purchased a terraced house in London and see that the front down pipe is shared with the neighbour and the water ends up in my front.

The prev owner built a pit filled with dired barks, where the rainwater soaks away. It looks ugly and now I am having a driveway done, can I ask the neighbour to take of her rainwater land on her side.
 
You can ask, but if the arrangement has been standing for some years where as the neighbours gutter drains via yours, then neighbour has accrued a right and you cannot make them do anything about it.

If you are having the driveway done then you may have to provide drainage for the driveway, look at incorporating the roof drainage into this.
