Raised concrete base

Hi, I am currently building (on a budget!) a concrete base, 17' X 21'. One end will be level with the ground and the other end will be 14" above ground level due to a natural land slope. I'm having problems thinking about the shuttering, do I just shutter for the concrete layer leaving the hardcore to be exposed underneath and then render the exposed sides once the concrete has gone off or do I need to somehow shutter the whole 14" depth and let the concrete run the full 14" at the exposed sides? Or the other option I had thought about was to maybe build a small brick wall, three or so bricks high around the high bits? Please give me some pointers!
 
You need to build a wall. You can have it stepped to match the natural ground levels
