Re-Grading - Approved - 16th Edition - Health & Safety t

After being away from domestic sparkying for a number of years, I'm applying to have my JIB card re-graded to Approved Electrician.
After doing the ECS Health and Safety Course/Test I was told I needed an assessed certificate for the 16th edition BS7671 even though I covered the 16th edition towards the end of my Apprentceship(1991/1992)

Has anyone had the same problem, is there a way round it or do I have to get stung for another SELECT course, this one costing £142 for a 1 day workshop/test.
