Re-roofing and building regs / sel certification?

I emailed my local authority about whether I needed building regs approval to have my roof replaced and received a very ambiguous "yes but certain builders can self-certify the work" so I'm really none the wiser.

The one quote I've had stated that for £50 they would self certify the work.

So do I need to do anything before the work commences? Or do I get it done, give the roofer £50 and he does the rest?

Apologies if this seems a dumb question, I just wish local authorities would make it clear - I don't want to have the work done and then have some over zealous council busybody tell me I have to pay a fine.

You would need Building Regs approval if the new tiles/covering is significantly heavier or lighter than the existing covering - I think the weight differnce is 20% but not sure.

In practice, rarely a problem.

This self-certification thing must be a ruse!
 
Typical council reply although some give more information but are often incorrect.

My previous council states.

Work to an existing roof
If you want to carry out repairs on or re-cover less than 25 per cent of the area of a pitch or flat roof, you will not normally need to submit a building regulations application. You will need approval, however, if:

You carry out structural alterations
The performance of the new covering will be significantly different to that of the existing covering in the event of a fire
You are replacing/ repairing more than 25 per cent of the roof area, in which case, the roof thermal insulation would normally have to be improved :(

Self certification for all trades is on its way.

I dot think I'd be a fine to start wi, just an instruction to put it right, which could be costly
