I need to replace a radiator as it has a damage on it. Is it ok to re-use the existing tails from the radiator and transfer it to new radiator? How much do you tighten the tail after applying the ptfe tape?

Tails can be re used if there is nothing wrong with them.
Tightening them until there is none of its thread ,or very little, showing outside the radiator is a good rule of thumb, but it's not that critical. The main thing is it seals ,and that's more to do with the amount of PTFE tape used and that its wound correctly onto the thread. The amount of wraps varies ,there is no set amount ,and minimally 12 , or more would be required.
