Really Strange: What happens when I turn off a rad gnd floor

Experts, I need your help...

If I turn off any radiators upstairs the other radiators upstairs and downstairs still get hot - as you would expect.

If I turn off a radiator downstairs then ALL the radiators on the ground floor stay stone cold, but the upstairs rads still work! help!!!!

not sure, looks proffesionally done, - iv'e just moved in!

as kev said a one pipe loop that loops into each rad.

check a rad and see where the pipes go, in one end and out the other with no bypass between the valves
