Reclaimed parquette on to bitumen concrete

Facing a problem! has anyone laid a reclaimed parquet, that has some residual bitumen on it, on to a 40's concrete floor that has been sealed with a thin layer of bitumen. All the adhesives want to have a porous layer to adhere to. Can I get around this problem?
 
You could use hot tar.
Apply to the floor hot and spread it as evenly as possible.
Go along heating block and floor as you lay the blocks.
