The instructions say to use the inner (nearest the frame)Allen key bolts to raise and lower the door, but nothing moves.Help please.Thanks.

When I say nothing moves I meant the bolts turn easily but the door doesn't move.
 
This could lead to a new entertainment show on TV.

Whos hinge is it anyway?
Who lives in a house with a hinge like this?

At least I know what it is now, but just wasted an hour or 2 Googling how to adjust a Milla Evolution flag hinge. Videos on how to install them but not adjust them.
Mila website has no adjustment info and doesn't appear to make this hinge anymore.

I have already got that gap at the top. So the hinge and door move on the plate fixed to the frame.

Yes the thin plate is screwed with 3 screws into the frame, that kind of clamps the main body back to the frame also but allows it to slide up and down, the top allen bolt you've adjusted just screws down(tightening) and as is presses on that plate it pushes the door up, with the gap now at the top means the door is at its highest adjustment available
 
Turns out that the glass in the door had not been "packed" properly , causing the door to droop.
