Reconnecting a pot-ended electric cable supply

The electricity supply to our rented property has been disconnected by E-on (due to lodgers). They have dug-up outside the building and pot-ended the supply cable.

It has been without electricity for months and so far we have not been able to get it reconnected by either Npower (previous electricity supplier) or E-on. E-on have sent us a complicated 'New Connections' form to fill in and send back to them for a quote for the work. They have sent it back to us asking for architect plans of the property.

I wanted to know if E-on are the only people who can sort this out for us or can this work be done by someone else (electrician)?

Any help/advice would be much appreciated.
Thanks

Is the property a house or a flat?

That seems a very heavy handed and drastic attempt to cut off a property - usually they just pull the main fuse, take the cartridge out, and padlock a clamp over the fuseholder to cut one off.

Has anyone else encountered such extreme action to cut someone off?

Oh, I'm sure they don't normally pot-end a supply just because Mrs. Smith hasd been unable to pay her bill for three months.

I would expect this kind of produre is normally reserved for when some poor guys house has been rented, and then trashed in order to grow illegal stuff, the meter is bypassesed, and the electrical installation has been trashed (and is often unsafe), when DNO are called in by the police, they normally cut the supply outside and pot end it!

It's fairly common practice on vacent properties or sitting tennents etc. They fill quite happily stick some foil in to get power, so pot ending or dropping from the pole are common methods.

You need to contact your local DNO and a supplier, it takes two lines of comms.

You find it easier to get a spark in, who can then PIR the property and arrange the re-connection on your behalf.
