Redring Expression 500s shower pulsing

When i turn on the shower all the temp lights start flashing and the water flow is pulsing. Have read on another forum that it was a defective phase shutdown relay. I have replaced the relay with a new on but the issue is still there. If i turn the shower on with the heat control set to medium its fine but as soon as i turn it to high it starts pulsing, it will do this for a minute or so then the flow is ok. If you leave the setting on high and turn off the shower for 10-15mins then turn it back on it works fine.
