redundant wires need making safe

In bathroom I have combination light and heater. I disconnected the heater element part because it was not being used and kept coming on when it was not wanted. There are now two wires that need to be made safe (at the moment I just have tape around them).

Would be grateful if someone could tell me the best way of dealing with them to make sure they are made safe.
