The Building Act 1984 gives the power to a local authority to relax or dispense with a particular requirement in Schedule 1 to the Building Regulations.

So under the law they can dispense (do away with) certain requirements as I said
I'm not, my original point to the OP was to contact his local BCO and ask. Even if something is in the Regs. building control can chose not to enforce it, which is why i saidQuote:

which you said was 100% wrong.

Nothing wrong with a difference of opinion Softus but you said one of my statements was 100% wrong. Quote facts to back it up, not opinion.

Certain requirements in Schedule 1. I believe that you've misinterpreted this relaxation - it's intended to give officers technical discretion, not to override the duty to notify.

I'm quite prepared to accept that I misinterpreted what you wrote, but so far the only things I've "quoted" are your own words, therefore they are facts.

So when you said:

So, in your use of the word "they", were you referring to the LABC, or to The Building Regulations?

Ok, maybe I wasn't clear, I was only giving general advice to the OP.
The main points...

Check with LABC. They will tell you what you need to do. I have experience of working in different LA areas who seem to view things differently. They seem to have their favourite areas for clamping down and, whether in the regs or not, they (BC, not the regs) will tell you what is required (hence my suggestion for also getting it in writing)

My reference to technical standards was meant to imply that they (the regs) were not the be all and end all.

At the end of the day the OP is talking about moving a sink. Didn't think i had said anything so controversial, or 100% wrong :wink:
 
Um, thanks guys. Sorry to have been the cause of apparent friction.

From what you have both said, I think that I could undertake a complete refit of my kitchen without any approval as long as I don't change any electrical wiring or alter the drainage. Connecting the oven to the connector etc will be ok (as long as the current instal is fit).

If I want to rewire, then I need to apply AND get it checked out afterwards (or get it done professionally).

If I want to reroute the drainage directly into the stack/drain rather than into the gulley as it currently is, then I need to apply (or get that done professionally too).

All adds to the cost, especially if on a tight budget, but I take your points about safety - of course we want it safe.
