reinforce felt on the shed

my garden shed has felt and was thinking of applying something but don't know what just to strengthen and reinforce the felt.
2. I also need to apply some sort of application on my garage roof which unfortunately has asbestos sheeting and there areas which have water leaks.
I will be thank full for the help from the knowledgeable ones.
